সরকারি মাধ্যমিক বিদ্যালয়ে শিক্ষক সংকট নিরসনে প্রায় দেড় হাজার সহকারী শিক্ষক নিয়োগের বিজ্ঞপ্তি আসছে। এছাড়া ৪২৩ জন সহকারী প্রধান শিক্ষক-শিক্ষিকাকে পদোন্নতি দেয়া হবে। পদোন্নতিপ্রাপ্তদের মধ্য থেকে একটি অংশকে সহকারী জেলা শিক্ষা কর্মকর্তা পদে পদায়ন করা হবে। এ লক্ষ্যে শিক্ষা মন্ত্রণালয় প্রয়োজনীয় প্রস্তুতি সম্পন্ন করেছে। কয়েকদিনের মধ্যে এ সংক্রান্ত পৃথক দুটি ফাইল যাচ্ছে সরকারি কর্মকমিশনে (পিএসসি)। সংশ্লিষ্ট সূত্রে এসব তথ্য জানা গেছে।দেশে বর্তমানে ৩৪৩টি সরকারি মাধ্যমিক বিদ্যালয় রয়েছে। এসব বিদ্যালয়ে বাংলা-ইংরেজিসহ মোট ১২টি বিষয়ের শিক্ষকের এক হাজার ৩৭৮টি পদ খালি রয়েছে। এছাড়া ৪২৩ জন সহকারী শিক্ষককে পদোন্নতি দেয়া হলে তাদের শূন্য পদও আসন্ন বিজ্ঞপ্তির মাধ্যমে পূরণ করা হবে। সেই হিসাবে ১৮০০ এর বেশি সহকারী শিক্ষক নিয়োগ দেয়া হচ্ছে। এ প্রসঙ্গে মাধ্যমিক ও উচ্চ শিক্ষা অধিদফতরের (মাউশি) পরিচালক (মাধ্যমিক) অধ্যাপক ড. আবদুল মান্নান বলেন, সরকারি হাইস্কুলগুলোতে বর্তমানে দুই হাজার ২৬৩টি পদ খালি রয়েছে। এর মধ্যে ৩৫ ও ৩৬তম বিসিএসে ৯৬০টি পদ পূরণের উদ্যোগ নেয়া হয়েছে। ওইসব পদ পূরণ হলেও আরও এক হাজার ৩৭৮টি পদ শূন্য থাকছে। শিক্ষামন্ত্রী শিগগিরই শিক্ষক সংকট নিরসন করতে চান। এজন্য বিশেষ বিজ্ঞপ্তির মাধ্যমে শূন্যপদ পূরণে তিনি নির্দেশ দিয়েছেন। শিক্ষা মন্ত্রণালয় ও মাউশি সূত্র জানায়, বিসিএস থেকে ক্যাডারে সুপারিশবঞ্চিত কিন্তু উত্তীর্ণদের মধ্য থেকে সরকারি হাইস্কুলে নিয়োগের উদ্যোগ ছিল। কিন্তু চাহিদার তুলনায় এক্ষেত্রে সরবরাহ খুবই কম। বিসিএসে লিখিত পরীক্ষায় পাস নম্বর ৫০। সংশ্লিষ্ট বিষয়ে এ পরিমাণ নম্বর পাওয়া প্রার্থী পাওয়া যাচ্ছে না। ৩৬তম বিসিএসে বাংলায় ৯৪ জনের চাহিদা দেয়া হলেও পাওয়া গেছে মাত্র চারজন। আবার অনেকে সুপারিশ পেয়েও যোগদান করছেন না। ৩৪তম বিসিএসে যে কয়জনকে সুপারিশ করেছিল পিএসসি, তাদের মধ্যে অর্ধেক যোগদান করেছেন। সরকার যে গতিতে শূন্য পদ পূরণ করতে চায় নানা কারণে সেই গতিতে তা পূরণ করা সম্ভব হচ্ছে না। এ কারণে বিশেষ বিজ্ঞপ্তির সিদ্ধান্ত নেয়া হয়েছে। শিক্ষা মন্ত্রণালয়ের এক কর্মকর্তা জানান, সম্প্রতি এক বৈঠকে বিশেষ বিজ্ঞপ্তিতে শিক্ষক নিয়োগের সিদ্ধান্ত হয়। এরপর মন্ত্রণালয় থেকে পিএসসির নীতিনির্ধারকদের সঙ্গে যোগাযোগ করা হয়। জবাবে পিএসসি ইতিবাচক সায় দিয়েছে। এরপর মন্ত্রণালয় থেকে মাউশিতে শূন্যপদ পূরণে প্রস্তাব চাওয়া হয়। এরই পরিপ্রেক্ষিতে ১০ এপ্রিল একটি প্রস্তাবনা পাঠানো হয়। প্রস্তাবনায় ১২টি বিষয়ে এক হাজার ৩৭৮টি শিক্ষকের পদ শূন্য থাকার কথা উল্লেখ করা হয়। বিষয়গুলো হল- বাংলা, ইংরেজি, গণিত, সামাজিক বিজ্ঞান, ভৌতবিজ্ঞান, জীববিজ্ঞান, ব্যবসায় শিক্ষা, ভূগোল, চারু ও কারুকলা, শারীরিক শিক্ষা, ইসলাম ধর্ম ও কৃষি শিক্ষা। এগুলোর মধ্যে সবচেয়ে বেশি পদ খালি আছে বাংলা, ইংরেজি ও গণিতে যথাক্রমে ৩৬৩, ৩৬৩ ও ২৭২টি। জানা গেছে, শিক্ষক শূন্যতার কারণে স্কুলগুলোর বেহাল দশা। সবচেয়ে বেশি সংকট ঢাকার বাইরের স্কুলে। যেমন রাজবাড়ী সরকারি বালিকা উচ্চ বিদ্যালয়ে দুই শিফটে মোট শিক্ষক থাকার কথা ৫০ জন। কিন্তু আছেন মাত্র ২৭ জন। পটুয়াখালী সরকারি জুবিলি উচ্চ বিদ্যালয়ের ১১টি সহকারী শিক্ষকের পদ শূন্য। ঢাকায়ও অনেক স্কুলে পদ খালি আছে। তেজগাঁও এলাকার একটি স্কুলে ৫০টি পদের মধ্যে ৬টি খালি আছে। শিক্ষক সংকটে স্কুলগুলোতে জোড়াতালি পাঠদান চালিয়ে নেয়া হচ্ছে। শিক্ষা মন্ত্রণালয়ের একজন উপসচিব জানান, মামলা ও উদ্যোগের অভাবে আট বছর ধরে সরকারি মাধ্যমিক বিদ্যালয়ের সহকারী শিক্ষকদের পদোন্নতি হচ্ছে না। এবার ৪২৩ জনকে সহকারী প্রধান শিক্ষক পদে পদোন্নতির উদ্যোগ নেয়া হয়েছে। মাউশির একটি সূত্র জানায়, সহকারী শিক্ষক থেকে সহকারী প্রধান শিক্ষক পদে পদোন্নতির জন্য শিক্ষা মন্ত্রণালয় সম্প্রতি পদ সৃষ্টি করেছে। কিন্তু মামলা, গ্রেডেশন সমস্যা, বিএড শিক্ষাগত যোগ্যতার জটিলতাসহ বিভিন্ন কারণে পদোন্নতি দেয়া হচ্ছে না। এ ব্যাপারেও উদ্যোগ নেয়া হবে বলে জানা গেছে। সূত্র:--- যুগান্তর
